The Model Toxics Control Act (MTCA) is Washington State’s comprehensive environmental law, passed by voters in 1988, that funds and directs the cleanup of hazardous waste sites, prevents future contamination, and protects public health and the environment. It provides a streamlined process for investigating and cleaning up polluted properties, funding these efforts through taxes on hazardous substances, and ensuring strict cleanup standards are met. The Washington State Department of Ecology oversees the MTCA program, which has led to thousands of site cleanups across the state.
