1.0 Introduction and Background

The Olympic View Water & Sewer District (District) provides water to an estimated 13,000 customers within an approximately two square mile service area in southwestern Snohomish County (PACE, 2009). The District currently receives about 60% of their supply water through an intertie with the City of Seattle. The remaining 40% is derived from the District’s water treatment plant at Deer Creek Springs.

Robinson Noble has reviewed the recent report prepared by Pacific Groundwater Group (PGG), dated June 1, 2018, which was completed to provide an assessment of the Edmonds School District’s (ESD) proposed use of underground injection control (UIC) wells to manage storm water at the Madrona Elementary School in Edmonds, Washington. A copy of the PGG report is attached with this letter for reference.
